Why can Z2 Tower G9 memory run below the speed printed on the DIMM?

Operating speed depends on the processor, DIMM population and rank. This QuickSpecs revision lists 4400 MT/s with one or two DIMMs, 4000 MT/s with three or four single-rank 8GB/16GB DIMMs, and 3600 MT/s with three or four dual-rank 32GB DIMMs. Check the complete population, not just the DIMM label.

What is the Z2 Tower G9 memory limit, and can ECC and non-ECC DIMMs be mixed?

The current specification lists four DDR5 UDIMM slots and a platform maximum of 192GB. ECC and non-ECC DIMMs cannot be mixed, and their supported module capacities differ. This is a platform limit, not the installed capacity of every system; validate the processor, BIOS and supported DIMM part numbers before upgrading.
