Does the Z2 Tower G1i 256GB limit also apply to ECC memory?

Not automatically. This revision lists four UDIMM slots, non-ECC modules up to 64GB, and 16GB/32GB ECC options. The 256GB maximum therefore refers to a supported non-ECC population. ECC and non-ECC cannot be mixed; specify type, module capacity and quantity on the order.

Why can four DIMMs in Z2 Tower G1i run below 5600 MT/s?

This can be a population limit rather than a fault. HP lists 5600 MT/s with one or two DIMMs, 4800 MT/s with three or four single-rank 8GB/16GB modules, and 4400 MT/s with three or four dual-rank 32GB/48GB/64GB modules. Plan capacity and speed together.
