Are all 48 memory slots quoted for 2288H V7 native motherboard DIMM slots?

No. xFusion lists 32 native DDR5 slots, with up to 16 additional slots through CXL to reach 48 in total. CXL expansion requires the corresponding hardware and supported configuration. List native DIMMs and expansion memory separately in the purchase specification.

Are all 19 PCIe positions in 2288H V7 standard add-in-card slots?

No. The maximum configuration includes two OCP/FLEXIO positions and 17 standard slots, subject to the technical-whitepaper conditions. NICs, GPUs, storage and CXL expansion use different positions; confirm the risers and complete configuration in the quotation.
