Can the R4700 G6 DDR5 configuration be mixed with older DDR4 memory?

Do not configure it from an older DDR4 bill of materials. The R4700 G6 technical table lists 4th/5th Gen Intel Xeon Scalable processors and DDR5 RDIMMs, with up to 32 memory slots. Confirm the CPU, memory part numbers and population layout; the maximum speed is not the operating speed of every arrangement.

Can I use the same rack-clearance dimensions for E1.S and conventional-drive R4700 G6 versions?

Do not assume identical dimensions. The brochure gives a separate chassis depth for the E1.S variant and distinguishes U.2, E1.S and other storage layouts. Check rack, rail and cable clearance for the actual variant, not merely its 1U height.
