Will R660 always run 5600 or 6400 MT/s DIMMs at their rated speed?

Not necessarily. Dell specifies support by processor generation and population; the 5600/6400 MT/s options have fifth-generation processor conditions, and the exact CPU may impose a lower speed. Validate the processor and complete DIMM population in the quote, not just the module rating.
